Surowka, Partner, has been practicing Education and Labor Law since 1992, received his J.D. degree from Syracuse University College of Law and was admitted to the bar, 1990, New York; 1993 U.S. District Court, Northern District of New York; 1999, U.S. District Court, Western District of New York; 2000, U.S. Court of Appeals, Second Circuit; member of the New York State Bar Association and Broome County Bar Association. Member of New York State Management Advocates for School Labor Affairs (MASLA), National Public Employer Labor Relations Association (NPELRA) and National Employment Law Institute (NELI).
